Transparency in revenue and expenditure at the beginning of the school year

Currently, schools across the country have stabilized the new school year 2022-2023. This is the time when many schools hold parent meetings with revenues and expenditures at the beginning of the school year “coming up again” attracting the attention of many parents and students.

As soon as the school year entered, the Ministry of Education and Training asked the Departments of Education and Training of the provinces and cities to direct the educational institutions to stabilize and maintain the study habits; promulgate the school’s educational plan for the whole school year, ensuring the educational program’s content as prescribed.

Schools work well with parents and students to create consensus, share, and support the Education sector to perform well the school year’s tasks. The Ministry of Education and Training requires educational institutions to strictly comply with regulations on financial revenue and expenditure management, publicize revenues and expenditures at the beginning of the school year.

Not only the Ministry of Education and Training, the provinces and cities also have guiding documents on handling violations and abuse of revenue in educational institutions. Typically, the Directive on implementing key tasks in the 2022-2023 school year of the Chairman of the Hanoi People’s Committee requires the People’s Committees of districts, towns to strictly implement inspection work to rectify the situation. , prevent negative manifestations, strictly handle violations in educational units in the area; in particular, violations of revenue and expenditure, additional teaching and learning, violations of teacher ethics.

The Nam Dinh Department of Education and Training also has a guideline stating that educational institutions strictly implement revenues and expenditures, and must not set their own revenues and expenditures in contravention of regulations. Heads of educational institutions are fully responsible for revenues and expenditures. The People’s Committees, Departments of Education and Training of districts and cities regularly inspect, prevent and correct the situation of overcharging in educational institutions under their management.

However, the situation of revenue abuse, revenue and expenditure “disguised” of the parent association fund still occurs frequently. Voluntary but actually forced revenues such as: money for learning life skills, money for martial arts clubs, dance clubs, electronic messages, money for STEM lessons, tutoring, tutoring… continue to cause frustration among parents and students this school year.

Therefore, in order for the 2022-2023 school year to be truly complete, creating a motivation to improve quality, the Education sector and local authorities need to take specific actions to completely deal with the abuse of revenue. It is necessary to avoid the situation that when there are pressing concerns from parents, students and public opinion, management agencies at all levels rush to issue corrective documents but only on paper and then fall into “silence” without handling them. root out the problems.

Importantly, management agencies at all levels need to inspect, examine, strictly handle and publicly announce schools to prevent confusion in revenue and expenditure at the beginning of the school year. The Ministry of Education and Training, the People’s Committees of the provinces and cities need to organize inspections, tests and strictly handle violations, both against school administrators and management agencies. in order to completely deal with the situation of suggesting and forcing schools to disguise themselves as implementing educational activities outside the regular curriculum for personal gain…
